The PM has applied the "escalate" response strategy, which is the appropriate strategy for an opportunity (or threat) that falls outside the project's scope or the PM's authority to address. When a risk is escalated, ownership is transferred to the appropriate higher-level party (such as a program, portfolio, or another part of the organization). Once the escalation is documented in the risk register and accepted by that higher level, the project team no longer monitors or manages it—responsibility now lies elsewhere. Therefore, from the project's perspective, no further action is required.
Why not C? Once the opportunity has been escalated because it is outside the project's scope, it is no longer owned by this project. Monitoring it would duplicate effort and blur ownership.
It's outside the project scope or business case.
