  I believe its D, suppose if the project team members are spread in dozen countries and just for one team member the tool isnt available then doing alternative analysis for everyone is time consuming and not possible and doesn't sound realistic

  also, given the alternate option to use email communication with that ONE team member that too temporarily till the time the tool is available
