Sensitivity labels only become available to end users (including Word for the web) after you publish them in a Label Policy. Even if labels exist, they do NOT appear anywhere until they are published. Word for desktop can sometimes show cached or older label configurations, so users may see labels there even when Word for the web does not. Word for the web strictly requires the labels to be published in a policy assigned to those users.
