- A Change Control Board (CCB) is a formally constituted group responsible for reviewing, evaluating, approving, deferring, or rejecting changes to the project. The CCB also records all decisions and communicates them to stakeholders. The CCB may include the project manager, sponsor, key stakeholders, and subject matter experts. Not all changes require CCB review; the change management plan defines the approval authority for different types of changes.
