The requirement is to distribute incoming traffic for VMSS1 across NVA1 and NVA2 with minimum administrative effort. That is exactly the purpose of Azure Gateway Load Balancer. It is designed for transparent insertion of network virtual appliances, such as firewalls, IDS/IPS, or filtering appliances, into the traffic path.
