Question is a bit stupid because as others have stated, preemption is enabled by default in VRRP, that being said, by process of elimination A and C - wrong because standby is for HSRP\ B - wrong because the command is vrrp 10 not vrrp group 10
The virtual IP must be within the same subnet as the IP addresses of the physical interfaces on the routers participating in the HSRP or VRRP group. HSRP uses 'standby 10 IP 172.16.13.254', and 'standby 10 preempt' commands, while VRRP uses a different set of commands 'VRRP 10 IP 172.16.12.254', and 'VRRP 10 preempt'.
There has got to be something wrong with this question because preempt is enabled by default on VRRP and there's no value listed for the priority which means everything is set to defaults. none of it makes any sense
