A could perform changes, unless I modify the initiative but then assigning it wouldn't be the "first" step. I should review only, that can be done in Defender, though I'm not sure about the term "Azure security baseline for audit report". It is actually not a "security baseline" report but a "regulatory compliance" report nowadays.
You need to do it via DfC, using policy blade to check policies assigned from DfC is not a good experience as policies are applied many times with different parameters. Plus the NIST controls will only be mapped under DfC.
