100% vote on SNS over SES, when I see this question. “A user is notified when image processing is complete”, that means the user needs to subscribe the SNS. Then, there are two ways to achieve this: Create different SNS for each user, or create different subscription for each user on the same SNS and apply filter policy. Apparently, the latter one is better, but it still need a heavy administration overhead which can’t not be completed manually. Then, another automation piece will be required to maintain the subscription list. Which is not mentioned in any of the answers. Does that sound a good design? I go with SES, cause it will be much easier to design the solution. I understand SES is not usually for push notification, but I hate complex solutions.
Don't complicate it for yourself. SES isn't for push notifications.
