D. Ensure that the requirements for the project are understood and that the objectives are verified before approval of an agreement
Before the project starts, the project manager should ensure that the requirements for the project are understood and that the objectives are verified before approving the agreement with the supplier. This will ensure that the procurement process aligns with the project's goals and requirements, and that the project can be executed efficiently and effectively once the supplier has been sourced. The project manager may also collaborate with the procurement team to ensure that any legal or contractual considerations are taken into account during the procurement process.
PM has to work first with stakeholders to ascertain objectives and requirements of the project are clear and are verified, then the agreement has be inline with it. Once that is done, legal team review the agreement and ensure all legal terms are well understood and the company interest is protected under the agreement. D for me is correct.
