Agile teams are self-organizing and collaborative. When there is a fundamental disagreement during sprint planning, the project manager (acting as a Scrum Master or Agile Coach) should facilitate a collaborative decision-making process rather than taking sides. A voting exercise (such as Planning Poker or Fist of Five) allows all team members—including the Product Owner—to voice their perspectives, explain the underlying technical risks or business urgencies, and reach a shared consensus on what realistically can and should fit into the sprint backlog.
Voting sounds collaborative, but: Sprint backlog is not decided by voting. Technical debt and infrastructure work are legitimate backlog items.
There are a lot of answers for A, but this isn't the right context for voting. Voting won't fix the seemingly inevitable issue of technical debt and infrastructure dependencies as it won't address the root cause, it is just tallying opinions. Answer D protects the sustainability of value delivery.
