  I agree it's additive, which is OR, and not AND. mind you AND will give us an intersection which will restrict access to Kentucky and also 2020. and not consider/ grant not access to to the entire Kentucky( regardless of year 2020) and all of year 2020 (regardless of province ) that is the best explanation i can give
