Answer is correct as of December, 2025, tested it in my environment Quarantine policy, Global Settings (Defender portal -> Email & Collaboration -> Policies & rules -> Threat policies -> Quarantine policy). Change 'Send end-user spam notifications' to Daily.

Tested in LAB > Where is no nothing mentioned while creating Custom Qurantine Policy'' notification time frame''. Only on Global Settings you can select Send user spam notification Weekly, Daily, Within 4 hours.
