By "record" it means a whole row. The marketer only wants to add new rows (rows that don't currently exist), a row uniqueness is defined by the primary key, meaning this process is simply going to verify if a particular primary key is already part of the data, if yes, skip (it is not a new record), if not, add it. The ask is not to update existing records, but to add new records. So AC.
