  i think its A - the tie break is cfg-order we can see that the config order in the SDWAN rule is 6,4,5 (vpn3,vpn1,vpn2) so looking on the exhibit - link cost factor is packet loss starting from the wrong answers B - VPN3 has 2% loss - vpn 1 still have 2% so its preffered C vpn1 has 12% packet loss - vpn 1 still have 2% so its preffered D vpn1 has 4% packets loss - still vpn3 has 12% so vpn1 is prefered when all the same - the tie break is cfg-orded and vpn3 confgured first
