I try to create new Env I found the true answer is - Create an environment (Because we need to install custom lib) - You can't publish new Env without any change (add new lib or change runtime version) so in our case we will add lib - creating new Env can does with defult pool so we didn't need to create one - set default Env true because users run it directry and if make it in pipeline attach new Env directly

I go for the following steps - Also, Setting the default environment is optional and typically done after creating the environment. https://learn.microsoft.com/en-us/fabric/data-engineering/create-and-use-environment 1) Create a pool → 2) Create an environment → 3) Install the libraries
I tried this in the Fabric. First you should toggle ON "Set the default environment". Then you can create a new environment and set it as default. And only after that you can install additional libraries (if needed). So, the answer is correct.
