This is worded terribly. The first step would be to get a change request because it was not officially stated that a change request was made. That is first, then the analysis is done. So they should eliminate the change request as an option or make it the answer.
First and foremost the questions written aren't clear. Ut does not say that a formal change request was made. It only says was asked to make the campus WIFI-enabled. That's bs. We know the change request process of request, review, analyze impact, approve. Then implement. I noticed many questions miss the ord 'The'. Like the so-called executives at ISACA just allow any questions to be approved for the exam without even a grammar check.
although some of this is in the official study guide I feel like I would've been better off reading the official PMBOK book
