  I'm thinking probably from an IT governance standpoint (evaluate, direct monitor), by having metrics (monitor) that indicate how well or how poorly a change is being adopted, we're able to understand/ evaluate the current state of the change, and possibly what areas need to be addressed programmatically (direct).
