- Regardless of who requests the change, all changes must go through the formal integrated change control process. The project manager should document the change request, analyze its impact on all project constraints (scope, schedule, cost, quality, resources, risk), and present it to the Change Control Board or appropriate authority for a decision. Implementing changes without formal approval - even from senior executives - undermines project governance. Rejecting it outright is inappropriate because the PM should evaluate it first. Verbal acceptance without documentation creates scope creep and accountability issues.
