- In a functional organization, authority resides with the functional managers. The project manager has little to no formal authority and acts more as a coordinator or expediter. To obtain resources from another department, the PM must work through the functional manager who controls those resources. This is a key disadvantage of functional organizations for project work - the PM lacks direct authority over resources. In contrast, in a projectized organization, the PM would have full authority, and in a matrix organization, authority is shared.
