- Stakeholder identification is an ongoing process, and new stakeholders can be discovered at any point. When a previously unidentified stakeholder (especially a regulatory body) is found, the PM should update the stakeholder register, analyze the requirements and their impact on the project, and submit a change request through the integrated change control process if the project plan needs to be modified. Ignoring regulatory requirements creates legal risk, terminating the project is premature, and asking a regulatory body to waive requirements is not realistic.
