- Stakeholder identification should begin as early as possible, ideally in the Initiating phase, and continue throughout the project. Early identification allows the project manager to understand stakeholder needs, expectations, and potential influence before key decisions are made. New stakeholders may be identified at any point during the project, so the stakeholder register is a living document. Waiting until Planning, Executing, or later increases the risk of missing important stakeholder requirements and encountering resistance.
