- According to PMBOK, a stakeholder is any individual, group, or organization that may affect, be affected by, or perceive itself to be affected by a decision, activity, or outcome of a project. This is intentionally broad and includes the project team, sponsor, customer, end users, suppliers, regulatory bodies, and even communities or groups who believe they may be impacted. Limiting stakeholders to only certain roles (sponsor, PM, team, or customer) would leave important stakeholders unidentified and unmanaged.
