I agree with C, though I can see why the vote is split. This is an Agile project, and the BA needs to define intended results based on stakeholder needs, avoid assumptions, and focus on stakeholder value. User stories do exactly that: the “As a [role], I want [goal], so that [value]” format ties each item to a stakeholder and the value they get, and the teams use stories to plan their work. Why not B: “Requirements” is a generic term. It doesn’t inherently focus on stakeholder value or avoid assumptions, and it’s less tied to the Agile context of the question. Why not A: Epics are large bodies of work that are too high level to guide product decisions until they are broken down into stories.
Given that the question says 'At the "start" of a new Agile development project, the more suitable answer is B i.e. Requirements. They can define the intended results based on stakeholder needs. User stories will follow much later in the delivery lifecycle.
