Your data is “rarely accessed” and only needs to be available within 24 hours. The Archive access tier on Blob storage is the lowest-cost option for that pattern, and rehydration from Archive (standard priority) completes within hours, well inside 24 hours. In both A and D, you place the files in Archive, which overrides the account’s default tier (Hot/Cool), so either default is fine. B/E use general-purpose v1 (legacy, no access tiers) → higher cost, not optimal. C uses Azure Files (file shares don’t support Blob access tiers like Archive) → not the cheapest for cold/archival data.
Why the others are not ideal: B & E (general-purpose v1): These accounts are legacy and lack support for tiering and cost optimization features available in v2. D (Hot tier + Archive): Setting the account to Hot while using Archive for files is contradictory and not cost-effective.
creating a storage account with the Hot default tier increases costs unnecessarily, as the Hot tier is intended for frequently accessed data.
