I would agree with "C". However the requirment states: App1 has the following data requirements: Each instance will write data to a data store in the same availability zone as the instance. So I tend to go to "D" now.
It also says: "Data written by any App1 instance must be visible to all App1 instances." This implies data written by one instance has to be replicated to all availability zones - this would be satisfied by a ZRS storage account, for example, there is no need to tie any instance to the storage in same zone.
differentiate between App instance and App service plan. in a single App service plan you can deploy 3 app instances , one per zone which will fulfill the requirememnts.
