Microsoft also says you select the vault and backup policy when enabling backup for the VM. What that means • You create the Recovery Services vault first. • Then you configure the vault’s backup storage settings if needed. (setting up replication config) • Then you create the backup policy and enable backup for the VM in that vault.

  I think the order mentioned is incorrect. Vault is first, but I think you need to create a backup policy first for VM1 and configure the policy, followed by a configuration of that policy that includes setting the Replication Policy to ZRS. The revised order I think should be: Create a Recovery Services vault. For VM1, create a backup policy and configure the policy. Set Replication to Zone-redundant storage (ZRS).
