The required sequence is: Stop backup protection for each backup item in the vault (VMs in this question). Then delete the backup data (or let retention/soft‑delete handle it). After there are no backup items, you can delete the vault. So, from the exam’s perspective: D is the necessary first action: stop backup of each backup item. A (delete backup data) comes after stopping protection, not first.
The keyword here is "What should you do first?" . Notice A is also something you will do but it is not the first.
In another question they mention that just deleting the data from the vault is enough. And that is the correct answer to that question. Here they mention that you should stop the backup, which makes more sense to me. But now I am doubting the answer to the other question.
