I think this question is obsolete. According to MS documentation, now it's possible use import/export also for Azure Files https://docs.azure.cn/en-us/import-export/storage-import-export-data-to-files?tabs=azure-portal-preview. It requires the v2 of Import/Export
Azure Import/Export service supports exporting data from the following storage services: 1. Azure Blob Storage: You can export data from block blobs, page blobs, and append blobs. 2. Azure Files: Currently, the service supports importing data into Azure Files but does not support exporting data from Azure Files
