  Yes A is correct because Outbound Route 53 Resolver endpoint and associated resolver rules will allow conditional forwarding the traffic from AWS to On-Prem dns resolver.

  Question could have provided details about DNS resolver for aws.on-premise.com domain so that it is clear how AWS resources are being resolved. Question also states that both env are accessing each other via IP Address. In that case, Inbound resolver endpoint is required with forwarding rules setup from on-prem dns resolver server as well.
