In Salesforce, once an approval process is active, you cannot add actions to existing steps directly. The following limitations apply: You cannot modify existing steps, their criteria, or their actions. You can only deactivate the process, make the changes, and then reactivate it.
Answer is true, You can add approval actions to an existing process, however you cannot add an approval step to an existing active approval process, please refer to the documentation properly unless they changed the question!
