The reason A is important, is that unless an Owner is specified, the Salesforce User doing the import will become the Owner of all the records being imported. That would mean the Admin would have to do another data job or use the Mass Transfer tool to change the Owners after the records are created. The Data Import Wizard allows you to match records in multiple ways to prevent duplicates. You can match contacts by Salesforce ID, name, email, or external ID.
de dup is an extra feature of Import Wizard, import un-clean data is not recommended.
