We need to "control costs", not to reduce. So A and B will work together better than B and E. We have "multiple business units run queries on this data warehouse", so to better access control and more granular cost management, we should start with "split users into projects". This step will make easier to manage quotas in next step "applying quotas". E option would be a good option if we can predict a high usage per project, without A option it is difficult to predict this.
