  I've tested it in a lab. Indeed the implicit deny will stop every other network besides 192.168.130.0/24 from being advertised. Also the wording with answer A is off. Two mentions of an AS does not mean 2 hops away, it only means there are 2 AS numbers in the path, every router it traverses is a hop, it could be multiple hops but still just 2 AS.
