'clients' and 'networks' in the request URL have to be changed... "GET /networks/{networkId}/clients"
i checked from https://developer.cisco.com/meraki/api/#!get-network-client and it says: GET /networks/{networkId}/clients/{clientId}
"Clients" and "networks" should be the other way round, e.g. "/networks/{networkId}/clients" https://developer.cisco.com/meraki/api/#!get-network-clients
