  A is incorrect because we just ask who can estimate and clarifiying does not answer the question. Only Development Team can estimate it

  It's the development team that sets the estimate, and they don't have to check with the PO first. While both A and E can entail the same thing, I feel like E better describes the actual responsibility of the task.
