Use C: Configure AS_PATH prepend on the secondary SD-WAN appliance to ensure a single primary handles traffic, and the secondary is only used as a failover.
Prepending will ensure that routing will prefer a direction as long as the route is advertised. If the route goes away, the route should disappear from both advertising paths, thus maintaining the "only a single SD-WAN virtual appliance can handle traffic from AWS workloads at a given time". If you advertise specifics on a primary path and an aggregate on the secondary, you will have some traffic using the secondary when a route advertisement disappears while the others will remain on the primary path.
The answer is A, Cantrill explained this very well in his `Transit gateway Deep Dive` course
